This position is critical in driving the South Asia data for children approach. It entails supporting systems building that enables national partners to make data-driven policies, programmes and budgetary actions. It is hinged on regular publication and dissemination of child deprivation profiles that are informative, factually backed by sound statistics, and compelling to decision-makers.

The Specialist will also support further analysis and dissemination of MICS, censuses, administrative data collection systems, and other child-related data in the region to enhance the evidence-based programme and policy actions to close child deprivation gaps in South Asia and contribute to global learning and sharing on data for children and the monitoring, reporting, and accountability on Sustainable Development Goals (SDGs) related to the rights of children.

How can you make a difference?

Provide technical support and mobilize technical as well as external assistance to Country Offices and their partners for planning, designing, and implementing data landscape exercises; planning, conducting, quality assurance, reporting, and use of MICS and/or other child-relevant surveys.
Partner with the Statistics Division of the United Nations Social and Economic Commission for Asia and the Pacific (UNESCAP), statistical institutions, and data collection agencies to strengthen the statistical capacity of UNICEF staff, government statistical offices, and officials to effectively manage and implement MICS, population-based data collection activities, censuses, and other child-related surveys, in pursuit of data-driven results for children.
Advocate with Country Offices and key partners in the use of appropriate monitoring tools such as MICS and other surveys to assess progress towards sustainable development and other human rights goals for children (e.g., the UNICEF Strategic Plan, SDGs, etc.); contribute to global learning, reporting and sharing on data for children related to the monitoring and reporting on SDG indicators.
Support countries to design and implement strategies to increase capacity to develop mature administrative data systems aligned to support the tracking of progress and reporting on results.
Support countries on the monitoring and tracking of SDG indicators, and work with national and regional partners to speed up the achievement of the 44 child-related SDG indicators in the region.
Work with Communication, Social Policy, and Programme sections in the identification of areas of research and indicators on coverage of social services in management information systems.
Support the development of child deprivation profiles in specific areas where children are most disadvantaged, in collaboration with National Statistical Offices, Country Offices, and sector duty bearer institutions.
Coordinate with colleagues within ROSA to ensure that data from MICS and other surveys feed into child deprivation profiles and other information dissemination, advocacy, and sharing platforms (South Asia Data for Children Portal, etc.).
Work with Headquarters, countries, and partners to mobilize resources to generate evidence for children, for child deprivation profiling, undertaking MICS and other data collection exercises and analysis including the implementation of the global UNICEF data for children strategy as it relates to South Asia.
To qualify as an advocate for every child you will have…

An advanced university degree (Master’s or higher) in demography, statistics, development planning, or a related technical field.
A minimum of eight of relevant professional experience in the field of work relevant to the profile and functions of the post: previous experience in the design and implementation of large-scale surveys (MICS, Demographic and Health Surveys (DHS), etc.).
Developing country work experience and/or familiarity with emergencies is considered an asset.
Experience in data analysis, data collection, measurement, methodological development and other areas of applied statistics, data interpretation, and use is an asset.
Expertise in statistical analysis and familiarity with data processing and data analysis software e.g., SPSS (highly desirable), Stata, or others is an asset.
Prior experience with the implementation of CAPI household surveys is an asset.
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an asset.

Remarks:

Mobility is a condition of international professional employment with UNICEF and an underlying premise of the international civil service.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
