The Field Operations and Emergency Section in Addis Ababa is responsible for the operation and coordination of UNICEF’s eight Field Offices and two Level 3 emergencies across the country, not to mention multiple smaller emergencies. With UNICEF in Ethiopia being at the forefront of emergency preparedness and response among all UN agencies, UNICEF saves lives on a daily basis with our immediate and protracted response programmes.

A key part of successful coordination for emergency preparedness and response is the collection and usage of both quantitative and qualitative which is thoroughly analyzed and effectively visualized to help track results, make programmatic decisions and encourage donor funding. In line with needs in the section, the Emergency Information Management Officer post is responsible for the preparation of situation reports and emergency information management products in support of the overall office humanitarian assistance and country programme in fulfilment of the rights of children and women in Ethiopia. This post reports to the Emergency Information Management Specialist. The Emergency Specialist serves as a second supervisor.
How can you make a difference?

The key functions and accountabilities for this position are:

Information Management
Draft regular and emergency report in consultation with project officers, program and operational sections as well as the planning / M&E section. Edits reports before submitting them to donors, ensuring that they satisfy appropriate UNICEF guidelines, are grammatically correct and clear written and match funding utilization agreements and guidelines.
Produce monthly situation reports (sitrep) and donor updates related to the humanitarian assistance and emergency responses in the country following the standard reporting scheme/format being revised. Collates, verifies and circulates as required, all UNICEF regional reports and sitreps and makes adequate follow-up of urgent points of action.
Maintains a good archive of all internal and external documents received, both hard & electronic copies. Organize the most relevant documents for the local intranet, EW/DP home page, facilities access all UNICEF section. Organizers an effective database of useful tools and information on emergency issues, references documents, publications, etc. in collaboration with the Communication Section
Participates in implementation and monitoring missions as required, gathered information to be included in reports. Participants in donor visitations to project sites and documents project site reports.
Participants in other report writing functions and missions assigned by the Head of Office.
Emergency preparedness and response
Assists in the formulation of plans of action in preparation and response to emergencies. Gathers information on best practices in emergency situations for the preparation of contingency plans. Monitors compliance of all sectors with emergency plans of action.
Identifies formal and informal sources of information. Collects, interprets and analyses all available data on the evolving emergency situation and its implications to the emergency operation. Keeps the effective flow of information and communication crucial for the planning and implementation of emergency measures. Identifies availability of resources in emergency prone areas
In the event of an emergency, promptly assists in implementing the initial operational tasks relating to emergency assistance. Immediately collects reliable information to verify the nature and extend of the emergency with staff, government officials, other UN agencies or local organizations and media.
Participates in the implementation of plans of action and workplans for emergency project. Undertakes field visits to emergency project areas, to assess local conditions and monitor project progress.
Expected Deliverables
Monthly Field Operations and Emergency Situation reports.
Every other month, publish, with the guidance of communication and Advocacy Section high quality, thematic Humanitarian situation reports.
Manage the Sections documents library and online resources.
Make constructive enhancements to results reporting and monitoring through the development of standard operating procedures, templates and Workflow process.
Make decisions on type and scope of documentation and supporting photographs, images etc. to package convincing reports in line with UNICEF’s accountability standards.
Makes recommendations on the future directions in fund raising to enhance achievements of results for children and women.
Timely and thorough analysis is made to identify emergency-prone situations and contribute to early warning and enhancing emergency preparedness.
Emergency preparedness and response plans addresses gender issues that may be expected to intensify during emergencies.
To qualify as an advocate for every child you will have…

First-level University degree (BA) in one of the following fields is required: communication, information management, social science, or a relevant technical field
A minimum of one [1year] of relevant professional experience in reporting, producing information products, or another relevant technical field.
Experience in emergencies is an asset.
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
