Key Responsibilities:

Subject to receipt of this anticipated funding, the Project Finance Manager will be responsible for ensuring that the project has enough liquidity to sustain business operations for the project to ensure project assets are being well maintained and updated in the fixed asset register. The incumbent will ensure that Donor Financial reporting are produced and submitted within the agree timelines set in the grant’s agreement. To lead on all specific project audits and implementing audit recommendations.

Key Responsibilities

Liquidity Management

Advisory to finance leadership and Chief of Party on liquidity and the project
Processing of monthly cash forecasts on funding requirements for the project.
Monitoring and ensuring compliance to the monthly target-low rule.
Manage internal and external communication on liquidity matters for the project and provide regular updates.
Engage Accounts Payable Manager on payment processing
Payment Processing

Review adequacy of supporting documents, compliance to regulatory requirements, availability of budget and adequacy approval and arithmetic accuracy to ensure efficient and effective processes.
Provide leadership and coordination to the project financial processes to ensure timely processing of payments according to the On-Time-Payments scorecard timelines.
Provide insight and resolution for all disbursement queries.
Ensure proper treatment of VAT charged on goods & services.
Review of transaction codes are in line with budget codes & WVM codes.
Financial Reporting

Coordinate accounting responsibilities on final entries on Mobile Money payments and invoice processing.
Ensure submission of updated Asset management report bi-annual
Analysis and reconciliation of supplier’s statements
Bank, Cash and Fuel reconciliations
Preparation and submission of VAT claims forms for to MRA
Production of donor monthly, quarterly and annual financial reports1
Audit & Risk Management

Provide input on Project related risk to finance leadership and Chief of party
Enhance compliance to internal controls.
Implement risk management measures agreed in the Risk Register for the Project.
Implement Project related Audit recommendations within 90 Days
Provide Management responses for all Audit issues related to Project
Knowledge, qualification and experience required;

Bachelor’s Degree in Accounting/Finance and/or partly qualified ACCA/CIMA/ICAM.
5+ years of solid experience preferably in an NGO experience on USAID funded projects will have added advantage.
Qualified Accountant (ACCA, ICAM) is an added advantage.
Proficiency in Computer applications (Excel, Word, Power point etc)
Sun Systems Knowledge is an added advantage.
Membership with relevant Accounting Body (ACCA/ICAM)
