Sexual Exploitation and Abuse (SEA) is an unacceptable breach of fundamental human rights and a deep betrayal of UNICEF’s core values: care, respect, integrity, trust, accountability and sustainability. UNICEF is working to prevent and respond to SEA through concrete measures that focus on: ensuring the organizational culture of zero tolerance, establishment of safe and trusted reporting mechanisms, survivor-cantered response, swift credible investigation and sanction for perpetrators, as well as full engagement of our partners in these efforts.

To further propel its work on fulfilling its commitment in this field, in 2020, UNICEF has introduced the new Procedure for Managing Risks of Sexual Exploitation and Abuse in Implementing Partnerships which established requirements for UNICEF offices to operationalize the screening of implementing partners, as required by the United Nations Protocol On Allegations of Sexual Exploitation and Abuse Involving Implementing Partners, and to apply appropriate risk mitigation measures to minimize the risk of Sexual Exploitation and Abuse in CSO partnerships. Most recently, with the intention to facilitate a coordinated approach to operationalizing this UN Protocol, UN agencies have developed a common PSEA approach (Prevention of Sexual Exploitation and Abuse), tools and procedures. By the end of 2023, UNICEF Serbia will align its procedures and practices to the common UN approach.

Work Assignment Overview:

Under the supervision of the UNICEF Emergency Officer (Child Protection), and in close collaboration with the UNICEF Child Protection Specialist, the Consultant for PSEA in Partnerships will have the responsibility to support the process of fully aligning the UNICEF PSEA procedures to the new common UN approach and support the transition. This will include desk review of the PSEA assessment documentation of the existing implementing partners, revision of the guidelines and supporting materials, but also working closely with the implementing partners towards reaching the required PSEA standards to make sure that UNICEF is fully compliant with the UN inter-agency PSEA requirements.

Duration of the assignment: September 2023 – March 2024 (part-time, remote)

Task description:

Task 1.

Perform re-assessment of PSEA capacities for up to 35 active CSO partners and support the development of action plans for each partner to reduce the risks – all in line with/applying the new UN common PSEA assessment methodology.

Deliverables:

New PSEA risk assessment document for each active CSO partner is produced,
Action plan per each partner is produced with clearly listed recommendations (structured in line with the assessment tool) which actions need to be taken in order to meet the required PSEA standards.
Timeframe: September – October 2023

Task 2.

Revise the existing UNICEF Serbia Guidelines (UNICEF PSEA Toolkit for CSO Partners) including any supporting materials aimed for sharing with the CSO partners in order to facilitate the minimisation of SEA risks and reaching the highest standards of SEA prevention.

Deliverables:

Guidelines (in Serbian) are revised in line with the UN common SEA procedure,
Materials/templates (annexes to the Guidelines) are revised and/or new are designed (as per the needs) including on PSEA policy, PSEA recruitment procedure, description of reporting mechanisms, referral pathway, guidelines on victims’ assistance, written process for review of SEA allegations, and PSEA investigation procedure.
Timeframe: September – October 2023

Task 3.

Provide tailored mentoring and support to up to 35 re-assessed CSO implementing partners in order to reach the minimum SEA risk rating, in line with the Action Plan designed for this partner.

Deliverables:

PSEA risk assessment document for each partner with the rating of minimum SEA risk.
Timeframe: November 2023 – March 2024

Knowledge/Expertise/Skills required:

Advanced university degree (master's degree or equivalent) in social sciences, gender or another related field
Minimum 10 years of professional experience in PSEA and/or SGBV, and/or gender mainstreaming
Demonstrated understanding of and experience with the UN system, NGOs, and INGOs
Demonstrated experience in capacity building, including through mentoring
Experience in developing organizational policies and procedures related to PSEA
Ability to maintain confidentiality and act with discretion and tact while working with sensitive issues
Excellent interpersonal and communication skills
Fluency in both Serbian and English are required
Prior experience with the implementation of the UNICEF PSEA procedure, or prior experience in the areas of PSEA and GBV in UNICEF are preferred
