The current Ukrainian crisis had a significant impact on the lives of children and families in communities throughout the country. UNICEF has established an emergency response office in Poland and initiated a cooperation agreement with the national and municipality authorities and local NGOs to provide crisis support to the Ukrainian Refugees. This war has displaced families at a scale and speed not seen since World War II. Of the almost 4 million refugees who have registered for temporary protection across Europe, over 1.5 million are in Poland – but it is likely the true number of refugees is over 2 million. More than 90% of the refugees crossing international borders are women and children. One of the goals of the UNICEF Refugee Response Office in Poland is to support the displaced and help them recover from the war. We advocate for the rights of every child in Poland, with a focus on the most vulnerable. We work to keep children learning, healthy and safe.

How can you make a difference?

Under the guidance and general supervision of the Chief, Education, the Education Specialist (Digital Learning) supports the development and preparation of the Education programmes and is responsible for managing, implementing, monitoring, evaluating and reporting the progress of digital learning programmes/projects within the country programme. The Education Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on education programmes/projects to improve learning outcomes and equitable and inclusive education, especially for children who are marginalized, disadvantaged and excluded in society.

The Education Specialist (Digital Learning) contributes to the implementation of the digital learning agenda in Poland, the achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework.

An advanced university degree in one of the following fields is required: education, economics, psychology, sociology, or another relevant technical field.
A minimum of five years of professional experience in programme planning, management, and/or research in education is required, including on digital transformation agenda, formal and non formal education.

Proven experience in coordinating and mobilizing the private sector and working closely with governments.

Strong knowledge of the Polish political and education context and understanding of development issues.

Relevant experience in a UN system agency or other international organizations is considered as a strong asset.

Excellent written, communication and organization skills, should be at ease in presentation and meetings with high-level stakeholders.

Fluency in English and Polish are required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Technical competencies must be demonstrated in the following areas:

Some understanding of the overall global development context, including issues such as: poverty, conflict and the impact of these factors on education and vice-versa; and inter-sectoral approaches to address such issues in collaboration with other sectors (including Social Policy, Child Protection, Nutrition, Health, SBC, and Communications within UNICEF).
Some knowledge of global developments in education and international engagement strategies, including the application of the equity lens and human rights perspectives to programming and the ‘leave no one behind’ principle.
Some ability to support policy dialogue: translation of analytical findings and evidence into development programme and policy discussions around equity and learning with partners, including government, development partners, CSOs and academia in relevant areas.
Some education sector planning knowledge/ability, including the range of modalities for delivering education, linkages between different sub-sectors (e.g. ECD, Primary, Secondary, Inclusive Education), cost-effectiveness and efficiency issues, key institutional structures, components and processes, as well as governance issues.
Track experience in the area of distance and/or digital transformation/learning agenda, with clear understanding of UNICEF agenda on digital learning, including Reimagine education and ‘transforming education’ agendas.
Some programme management in education, including programme design, costing, monitoring and evaluation and reporting.
Some understanding of gender and inequity issues in relation to education and development and the application of gender / equity analysis to policy and planning in education.

This position is classified as temporary and does not carry any expectancy of renewal and will not be converted to any other type of appointment.

UNICEF appointments are subject to medical clearance.  Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
