HUMAN RESOURCES (HR)/OPERATIONS MANAGER, SAHEL
ACDI/VOCA is seeking an HR/Operations Manager for an upcoming Regional Resilience Activity in the Sahel region - Burkina Faso, Chad, The Gambia, and Mauritania - funded by USAID. The anticipated program seeks to expand resilience in the Sahel, improving the ability of individuals, households, and communities to mitigate, adapt to, and recover from perennial shocks and stresses.
The HR/Operations Manager will oversee all human resources and operational aspects of the activity, ensuring efficient implementation and compliance with organizational standards and local regulations. The program is anticipated to start in 2025 and this position will be based in Burkina Faso.
RESPONSIBILITIES
• Oversee all HR and operational aspects of the activity, including recruitment, onboarding, staff management, and performance evaluation
• Develop and implement HR policies, procedures, and systems in compliance with USAID and ACDI/VOCA standards, and local regulations
• Manage logistical and administrative functions to ensure smooth implementation of program activities, including procurement, travel arrangements, and asset management
• Liaise with partner organizations, government agencies, and other stakeholders to facilitate collaboration and coordination on HR and operational issues
• Coordinate with finance and program teams to prepare and monitor project budgets, ensuring efficient utilization of resources and compliance with donor requirements
QUALIFICATIONS
• Bachelor’s degree in human resources management, business administration, or relevant field is required; master’s degree is desired.
• Minimum 7 years of progressively responsible experience managing the HR and operations of a donor-funded project.
• Excellent organizational and problem-solving skills, with the ability to prioritize tasks and manage multiple deadlines.
• Experience working in Burkina Faso required. Burkina Faso nationals are strongly encouraged to apply.
