CONTEXT AND BACKGROUND
WFP Chad operates in a complex environment characterized by recurrent shocks, displacement, and high levels of food insecurity. Strengthening the quality of evidence is central to WFP’s work to ensure equitable assistance and efficient resource allocation. This role will support the Research, Assessment & Monitoring (RAM) unit in conducting impact assessments, refining targeting strategies, and supporting data-driven programming.

Duration of assignment: Initially one year, with the possibility to extend up to a maximum of 3 years
DUTIES AND RESPONSIBILITIES
Under the direct supervision of the Head of the unit, the JPO will have the following responsibilities:
1. Support evidence generation for programme design and impact:
o Support the design and analysis of food security and outcome monitoring surveys, baselines/endlines, and Post-Distribution Monitoring (PDM).
o Apply statistical methods for analysis: Randomized Controlled Trials (RCTs), quasi-experimental studies, or alternative impact evaluation designs where relevant.
2. Support vulnerability targeting strategies, economic analysis and field validation:
o Assist in the development of targeting tools and criteria based on household vulnerability and socio-economic profiles.
o Contribute to the economic analysis of markets, household expenditures, socio-economic and food security data to refine targeting strategies for different population groups (e.g. IDPs, refugees, host communities)
3. Support risk analysis for anticipatory action and early warning systems:
o Assist in defining early action thresholds, data collection protocols, and monitoring of triggers for anticipatory assistance.
o Analyze and model risk exposure and potential outcomes under different shock scenarios.
4. Strengthen data visualization, knowledge management and reporting:
o Document and disseminate key lessons learned, success stories, and impact findings across internal and external audiences.
o Support preparation of evidence-based donor reports, dashboards, and presentations.
o Produce dashboards, and visual products to communicate findings to internal and external stakeholders.
5. Capacity building and coordination:
o Deliver coaching or technical sessions to RAM and cooperating partner staff on M&E, targeting tools, and use of statistical software.
o Contribute to internal coordination with other units (Programme, CBT, VAM, and Logistics) to ensure integrated monitoring.
6. Other tasks as needed in support of the country office’s evidence and programme quality agenda.
EXPECTED OUTCOMES
Operational monitoring systems strengthened with standardized tools, templates, and dashboards
Evidence-based recommendations developed and integrated into WFP interventions through impact evaluations, baseline/endline surveys, and RCTs or quasi-experimental studies.
Improved targeting accuracy and efficiency for WFP and partner programmes through robust socio-economic profiling and application of advanced quantitative methods.
Capacities of WFP and partner staff enhanced through technical coaching on M&E frameworks.
Knowledge management and learning mechanisms institutionalized, with documentation of best practices and lessons learned across impact assessments and targeting exercises.
QUALIFICATIONS AND EXPERIENCE
Age limit: The maximum age limit is 32 years as of 31 December of the year of application.
Education: Master's degree in Economics, Statistics, Mathematics, Geography International Development, or related fields.
In exceptional cases, candidates with a Bachelor’s degree plus a minimum of 4 years of relevant working experience can be considered.
Language: Fluency (level C) in English and French.
Experience:
Minimum of two years relevant working experience after obtaining a first university degree in monitoring and evaluation, quantitative research, economic modelling, and programme targeting.
Minimum of four years relevant working experience for candidates with a Bachelor’s degree.
Work experience within the UN system should not exceed one year, including UNV, (paid) UN internship, and UN consultancy.
All paid work experience since obtaining a Bachelor’s degree will/can be considered. Internship and volunteer experiences will be considered if they are post-graduate and relevant to the role.
Qualifications/Technical skills:
Proven ability to work with large datasets and statistical software (e.g., R, Stata, SPSS).
Familiarity with Proxy Means Testing (PMT) methodologies, impact evaluation, and econometric approaches.
Experience working with survey tools like Kobo, ODK, and SurveyCTO.
Proficiency in Windows MS Office (Word, Excel, PowerPoint, Outlook)

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Exposure to the international arena, either by direct work for an international institution/organization or by interacting with international stakeholders
Intermediate level (level B) of one or more of the following official languages: Arabic, Spanish, Chinese, Russian, Portuguese.
WFP’s international professionals are required to serve in different locations around the world during their career (including in hardship duty stations); willingness to be mobile would maximise opportunities for long-term retention into the Organization
SUPERVISION
The Head of the Unit will directly supervise the JPO and provide day-to-day technical support.
TRAINING COMPONENTS

LEARNING ELEMENTS
At the end of the assignment, the JPO should have obtained:
Very good knowledge of monitoring and evaluation frameworks, impact assessment methodologies and targeting approaches in humanitarian and development settings.
Good skills n data analysis and economic modelling and data visualization.
Familiarity with evidence-based programming, including how data and analysis are used to design, monitor, and adapt WFP interventions, particularly in fragile and food-insecure environments
Good general understanding of WFP’s overall operations and activities in the region of assignment.
