JOB TITLE: Vulnerability Analysis & Mapping (VAM) Officer

TYPE OF CONTRACT: International Consultancy level 2 (CST-2)

UNIT/DIVISION: VAM unit

DUTY STATION (City, Country): Remote (with short missions to South Sudan)

DURATION: 11 months (renewable subject to performance and budget availability)

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

South Sudan faces one of the world’s most severe food security and nutrition crises. Persistent conflict and insecurity, recurrent landscape-changing flooding and largescale population displacement coincide with a protracted economic crisis, creating an environment of extreme uncertainty for millions of people. The conflict in neighbouring Sudan adds pressure, disrupting trade and threatening critical oil pipelines.

WFP provides live-saving emergency assistance in South Sudan while, at the same time, pursuing incremental gains in resilience, development and peace over multiple years and interrelated programme cycles, with the long-term ambition to reduce the need for humanitarian assistance by promoting self-reliance and resilience and strengthening national capacity and systems.

The Vulnerability Analysis & Mapping (VAM) Unit in WFP’s Country Office in Juba, South Sudan, seeks a VAM officer with strong quantitative and qualitative analysis skills, who will contribute to the VAM evidence base that supports WFP’s food security policies and programmes in South Sudan (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision and guidance of the Head of VAM, the VAM Officer will

Provide technical advice and support WFP and its partners on matters pertaining to food security and nutrition strategies, policies and programmes, and facilitate the timely and productive use of related outputs in a manner that complies with WFP standards and processes.
Contribute to the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practices, ensuring data quality and exploring automation where feasible.
Conduct food security, nutrition, markets and resilience analysis, including through the application of advanced quantitative methods, and prepare timely reports on assessed needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.
Contribute to the development of programme activities, providing technical analysis, interpretation and recommendations to facilitate food assistance needs to be met effectively.
Keep up to date with and advise on food assistance developments and issues and the potential impact upon WFP activity to enable timely and appropriate programme evolution and intervention.
Support the monitoring and evaluation of WFP activities, providing technical analysis, interpretation and information as required to support the assessment of activity impact.
Provide coaching and guidance to VAM staff as required to ensure appropriate development and enable high performance.
Strengthen capacity of WFP staff, partners and national government to conduct analysis on food security, nutrition, markets, resilience, and related topics to effectively inform policies and programmes.
Provide support to relevant partners that are focusing on food security and nutrition to enable sharing of experience, lessons learned and best practice.

DELIVERABLES AT THE END OF THE CONTRACT:

Contribution to Integrated Food Security Phase Classification (IPC) analyses such as through preparation of output tables and workshop participation.
Sampling strategy, questionnaire, and survey tool prepared for household assessments, including inter-agency assessments.
Quantitative analyses (of data from Food Security & Nutrition Monitoring System assessment, other household surveys, price or market monitoring) conducted, data cleaned, interpreted, visualized and reports produced.
Technical analyses to inform programmatic decisions, such as food security profiling, targeting and prioritization analyses; gap analyses to inform ration sizes; and evidence supporting the transition from in-kind to cash-based assistance produced, documented and presented.
Exploration of mVAM for high-frequency food security monitoring in selected counties in South Sudan supported, including through devising a sampling strategy, survey tool, data quality monitoring and data cleaning mechanisms and review of pilot data collection to identify and address potential biases.
Capacity strengthening initiatives implemented.
QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in Economics, Agricultural Economics, Food Security, Statistics, Data Science, Mathematics, Public Health/Nutrition, Geography or related field, or First University degree with additional years of related work experience and/or training/courses.
Experience:

At least 5 years (for master’s degree holder) and at least 7 years (for bachelor’s degree holder) of experience in food security or vulnerability analysis, especially using statistical analysis and quantitative methods.
Experience working with UN agencies, NGOs, international organizations or government structures; and supporting an emergency operation are added benefits.
Knowledge & Skills:

Advanced expertise in the use of statistical packages (SPSS or R required). Knowledge of Atlas.ti is an advantage.
Proficiency in at least one data visualization product (such as R, Tableau, or Power BI) is desirable.
Proficiency in MS package (Word, Excel, PowerPoint).
Good knowledge of quantitative and qualitative research methods. Experience in applying them in a humanitarian setting as well as familiarity with advanced statistical methods and machine learning techniques are advantages.
Solid understanding of vulnerability assessment methodologies and tools, including for targeting analysis.
Demonstrated ability to produce clear analytical reports and present findings in a way that is easily understood by non-technical audiences.
Excellent analytical skills, high level of organization, rigor, and attention to detail.
Ability to work in a team and establish effective working relations with people of different nationalities and cultural backgrounds.
Ability to work independently with minimal supervision and to work under pressure and in challenging situations.
Able to travel to South Sudan and its field offices occasionally, as required by operational needs.
Languages:

Fluency in English required
