Senior grants and subcontracts manager | West Africa | 2020

Chemonics seeks a senior grants and subcontracts manager to support a task order under the SWIFT IV IQC, the OTI/Burkina Faso Regional Program. The program is a quick-response mechanism to support activities that maintain and deepen stability in Burkina Faso, neighboring countries, and the Sahel region, including by addressing the threat posed by violent extremists. The manager will be based in Ouagadougou, Burkina Faso, with potential travel to regional offices and, if the program expands, throughout the Sahel. The manager will oversee contractual and administrative implementation of all program activities managed from Ouagadougou and regional offices in Dori, Ouahigouya, and Fada N’gourma. The manager will work with the senior management team, supervised by the chief of party. The manager will coordinate with local partners, host-country counterparts, beneficiaries, NGOs, and local associations and provide oversight for program activities and budgets. Responsibilities include:
Oversee the implementation all activities under the four components of the program. Serve as the main point of contact between the Burkina Faso office and the home office as it pertains to grant and subcontract drafting and negotiation
Organize and track activity documentation and ensure grant and subcontract compliance with USAID rules and regulations

Monitor of individual grant and subcontract budgets
Build capacity of grant managers to provide consistent and accurate data on the status of activities through Activity Notes and the OTI Web-Based Database and implement activities (grants, subcontracts, direct procurement, and short-term technical assistance)
Mentor grantees and local subcontractors; building strong relationships with government of Burkina Faso counterparts and partners
Supervise grant managers who will be responsible for grant implementation
Draft and monitor implementation and compliance of any project technical subcontracts, including fixed-price subcontracts for surveys, assessments, communications, and infrastructure activities
Work with the Burkina Faso program manager and program development team to inform program development, building on lessons learned from implementation
Work with procurement specialists to define specifications for equipment and other in-kind procurements, ensure compliance of procurements, and ensure items procured are delivered according to established activity work plans
Work with the monitoring and evaluation specialist to assess partner and grantee performance and inform final evaluation reports

Qualifications:
Bachelor’s degree required
At least five years of experience working on donor-funded projects in a related role and with demonstrated supervisory experience
Prior work experience in dynamic conflict and/or post-conflict environments
Previous experience working on rapid transition programs in insecure environments; grants experience on an OTI program desirable
Proficient in grants management and budgeting, specifically in assuring procurement, disbursements, logistics, and programmatic aspects are implemented on-time and according to approved specifications
Strong understanding of subcontracts and subcontract negotiation memorandums required; experience managing infrastructure subcontracts desirable
Experience ensuring compliance with USAID grants-management rules and regulations; graduation from Chemonics’ grants management practicum preferred
Field experience in community participation projects, especially working with host-country counterparts
Proven ability to coordinate with host-country governments and beneficiary communities
Demonstrated leadership, versatility, and integrity
Fluency in French and English required
